March 7, 2002: Health Quality and Medical Errors
Excerpt from testimony of Don Berwick, M.D., MPP before the Subcommittee on Health, United States House of Representatives
In his testimony at a hearing on Health Quality and Medical Errors before the House Ways and Means Subcommittee on Health on March 7, 2002 Don Berwick, M.D. MPP, said that he is "deeply concerned" about proposed cuts in the AHRQ budget. "It would be wise to expand, not to cut, our nation's meager investment in studying how our $1.5 trillion care system can be made better continually," he said. "Preserving line items for patient safety research is helpful, but not at all sufficient. Please understand that the proposed AHRQ budget would bring nearly to a standstill new investigator-initiated health services research proposals -- bring them to zero -- and that means a sudden slowing down of research and investment which ultimately has a major impact on the well-being of our patients." Dr. Berwick is President and Chief Executive Officer of the Institute for Healthcare Improvement in Boston, Massachusetts.
