On March 23, 2010, President Obama signed into law health reform legislation that will undoubtedly change the face of health and health care in the United States. This historic legislation will transform the field of health services research—both what we study and how we study it.

The Coalition’s analysis of the Patient Protection and Affordable Care Act describes key provisions that directly impact the field of health services research, and discusses potential challenges with the programs and their implementation. The Coalition for Health Services Research will track these programs and work to influence their implementation, both the construction of the programs and the appropriation of funding.

Health Reform: What it Means for Health Services Research?

Patient Protection and Affordable Care Act (H.R. 3590)
Sponsor: Harry Reid (D-NV)

The Patient Protection and Affordable Care Act merges the Affordable Health Choices Act with the Senate Finance Committee bill. The legislation expands coverage to the uninsured and includes a requirement for individuals to purchase health insurance. The legislation also establishes a private, nonprofit entity called the Patient-Centered Outcomes Research Institute to conduct comparative effectiveness research, and authorizes new funding for public health systems research.

Health Care and Education Reconciliation Act (H.R. 4872)

The Health Care and Education Reconciliation Act makes several changes to the Patient Protection and Affordable Care Act. In particular, it improves tax credits to make premiums more affordable, lowers the penalty for not buying insurance from $750 to $695, closes the Medicare Part D prescription drug “donut hole” and gives Seniors and rebate of $250, and requires physicians who treat Medicare patients to be reimbursed at the full rate.
