Centers for Medicare and Medicaid Services CMS's Office of Research Development and Information (RDI) guides the development and implementation of new health care financing policies and evaluates their impact on Medicare and Medicaid beneficiaries, participating providers and the states. Congress has greatly increased CMS's administrative responsibilities over the past several years without providing commensurate funding for research. RDI's independent research budget has been virtually eliminated. Greater funding is needed with the new Medicare prescription drug benefit needing to be continually monitored to determine if any refinements are necessary.
