FY 2009 Budget Resolutions Clear Committees

As of March 7, the House and Senate Budget Committees have cleared their FY 2009 Budget Resolutions. In the Senate committee's version, discretionary budget authority for F unction 550 (public health broadly) is $58.908 billion: a $5.27 billion increase over FY 2008. In the House committee's version, Function 550 would receive $57.559 billion-a $4.438 billion increase. Function 550 sets the overall spending limit for public health programs at NIH, AHRQ, FDA, SAMHSA, etc.

Both the House and Senate versions provide for a deficit neutral, reserve fund to allow for legislation to establish a new federal or public-private initiative for comparative effectiveness research. In the Senate version, the Chairman's Mark specifically instructs appropriators that there's going to be an additional $70 million available under the overall spending cap, and the Senate Budget Committee would like to see the appropriators invest this extra $70 million in AHRQ's Effective Health Care Program, on top of the $30 million that the president proposes AHRQ receive in FY 2009, bringing total funding for the program to $100 million. 

It is important to note that the Budget Resolution is not binding on appropriators; they have the discretion to do whatever they want with the extra funds provided to them.
