Appropriations on Hold until March 2009; President Signs CR

On September 30, President Bush signed the "Consolidated Security, Disaster Assistance, and Continuing Appropriations Act" (H.R. 2638). The measure provides full year funding for the Department of Defense, Veterans Affairs-Military Construction, and Homeland Security. It provides funding or most other programs and agencies at FY 2008 levels through March 6, 2009, including all health programs within the Labor-HHS-Education Appropriations bill.

The Veterans Affairs-Military Construction bill provides $510 million for "Medical and Prosthetic Research" in FY 2009, which includes VA's health services research and development program. This funding level represents an increase of $30 million over FY 2008.
