Appropriations Process Grinds to a Halt
For the first time in three years, the President did not receive any spending bills to sign before Congress' August recess. The contentious Labor-HHS-Education spending bill-which includes funding for many agencies that support health services research and health data-is not expected to see floor action before the November elections and may be rolled into a post-election omnibus, as lawmakers remain concerned about the overall funding level provided for domestic programs. Under the current House and Senate versions of the bill, FY 07 federal funding levels for health services research programs at AHRQ, CDC, CMS, NCHS, and NIH are virtually the same as levels for FY 06.
