No Senate Floor for Labor-HHS; CRs Expected this Fall

On August 1, Majority Leader Harry Reid (D-NV) notified the Democratic caucus that he would not schedule a floor vote for the Labor-HHS-Education appropriations bill. Sen. Reid does not see an opportunity to devote time to this and other appropriations bills given the looming presidential veto and expected supplemental funding request for the Iraq war.

According to staff on the House Labor-HHS-Education appropriations subcommittee, conference will proceed this fall on the House-passed bill and the bill passed by the Senate Appropriations Committee on June 21. Subcommittee staff then expects the Labor-HHS-Education bill to be wrapped into either a giant omnibus appropriations bill, or a "mini-bus" made up of two or three bills. They do not anticipate another year-long continuing resolution; instead, staff expects there will be a series of continuing resolutions that extend for a few weeks at a time, with an omnibus likely finished by Christmas.
