On June 7, the House subcommittee on Labor/HHS/Education appropriations approved its $601 billion draft bill by a 9-7 vote down party lines. The measure provides $141.9 billion in discretionary funding, 0.6 percent more than current spending, but $4.1 billion more than the president's budget request. The bill doesn't reflect, as expected, a "promise" made by House leaders to GOP moderates that would add $3.1 billion to domestic programs. It is not clear when that money will be found and how it will be offset.
