President's Budget Request and Coalition's Recommendations
As required by law, the President released his proposed budget for FY 2007 on the first Monday in February. If Congress adopts the proposal as written, most of the agencies that support health services research will be flat funded (see chart below). Among the most significant funding proposals:
Agency for Healthcare Research and Quality
Proposed funding: $319 million
This budget includes $50 million for health information technology, $34 million for patient safety, and $15 million for comparative effectiveness research.
Centers for Medicare and Medicaid Services
Proposed funding: $41.5 million
On the surface this budget looks like a cut, but in actuality the net result is flat funding because CMS will no longer have to fund the Real Choice System Change Grants (a $XX reduction in expense for the agency)
National Institutes for Health:
Proposed funding: $915 million
Notes: While the NIH as a whole wasn't cut, budgets for all of the individual institutes (except for the National Institute of Allergy and Infectious Diseases) were cut, with the "sum total of the cuts" placed at the discretion of the NIH Director.
Center for Disease Control and Prevention:
Proposed funding:
While the National Center for Health Statistics and the Public Health Research program were not cut, the overall CDC budget will be reduced by 2.1 percent under the budget proposal.
